Helen Stefan Moreau is the President, CEO, Owner, and Founder of The Midtown Group, Washington, D.C.’s premiere professional career consulting firm ranked by the Washington Business Journal as the fourth best temporary local staffing agency in terms of number of placements.

Moreau opened the company in 1989, just months after beginning her career in the staffing industry. Upon graduating with a degree in Public Relations and Business from the University of Florida in 1988, she inquired at a staffing firm about a full-time position in public relations. The firm recruited Moreau not for PR, but to work at the firm itself. Shortly thereafter, Moreau came to the conclusion she either was going to work for another agency or start her own staffing business with a partner. She chose to start the new business and began with just a card table as her desk, a few telephones, and a fax machine. Moreau quickly bought out her partner and grew the business to the multi-million dollar success that it is today.

Moreau is an active supporter of the Washington, D.C. community. In 2008, she was accepted as a member of the prestigious Young Presidents’ Organization and currently serves on the Executive Team as the Chapter’s Membership Chair . In 2007 and 2008, Rachael’s Women’s Center, which assists local women as they step-up and out of homelessness, awarded Moreau with Board Member of the Year for her active participation on the board of directors. In addition, she is a member of the Zonta Club of Washington, D.C.

David Stefan is The Midtown Group’s Managing Partner. Since 1998, he has served Washington, DC’s employers and candidates by specializing in strategic partnerships and developing staffing solutions tailored to our client’s unique needs and organizational culture. David’s approach in working with both clients and candidates focuses on the fundamental requirement of shared principles and vision in matching talent with employer for an ideal match. David’s style is hands-on, personalized, and he brings exceptional listening skills to the table. No job or project is too big or small for David and his team! He works with both private and public employers who have temporary, temporary to full-time, and direct hire needs. He has strong and supportive network of talent within innumerable position classifications that has been developed over twenty-years.

David enjoys serving the Washington, DC community as an active business and community member. He participates and is committed to serving in a number of local non-profits and advocacy groups including Rachel’s Women’s Center, Hoop Dreams, Stripers Forever, and has been an active member of the Board of Trade since 1998. Additionally, David is a member of the American Staffing Association and enjoys being an active mentor and guest lecturer for soon to be graduates of his alma mater, the University of Maryland at College Park. David holds a bachelor’s degree in government and politics and a minor in business management. In his free time, David enjoys fishing, basketball, films, and time with family and friends.

Anne

With a distinguished career spanning over 20 years, Anne has garnered extensive expertise in strategic development and adept management of talent. Her remarkable proficiency in steering organizational success through effective people-centric strategies is a testament to her seasoned leadership. She has extensive experience in mergers and acquisitions and has equipped her with the skills to scale programs at The Midtown Group quickly and effectively, whether it’s three people or 300.

As the Chief People Officer, Anne assumes a pivotal role in shaping the strategic landscape by formulating and executing policies and frameworks that underpin business expansion. Her exceptional aptitude for attracting, retaining, and cultivating top-tier talent is complemented by her adept utilization of data-driven analysis, streamlined processes, and proficient leadership. The confluence of these attributes results in the seamless orchestration of organizational dynamics, fostering an environment of operational excellence.

Anne’s extensive professional trajectory positions her as a distinguished Human Resources Executive, renowned for her multifaceted roles as a mentor, consultant, and strategist. Her strategic guidance consistently enhances talent approaches, optimizing both commercial impact and the cultivation of an environment conducive to attracting and nurturing the ideal workforce.

Before joining The Midtown Group, Anne held the esteemed position of Senior Vice President and Head of Human Resources at Sony Music Entertainment. In this capacity, she meticulously orchestrated and delivered on the global people strategy for the organization, providing invaluable insights into talent acquisition and management as a member of the company’s Executive Operations Committee.

With a proven track record of designing successful talent strategies, Anne stands as a prized asset in perfect alignment with The Midtown Group’s visionary pursuit of pioneering innovative business solutions. Her adeptness in crafting effective policies and frameworks, along with her ability in recruiting, retaining premier talent, and orchestrating scalable programs tailored for teams of all calibers, consistently propels business expansion. Brendon Davis

Brendon Davis brings over 20 years of award-winning experience in the staffing industry, excelling in roles such as recruiting, consulting, business development, and executive leadership.

As President, Staffing Solutions at The Midtown Group, Brendon is dedicated to helping clients achieve their objectives by building strategic teams of passionate professionals who align with each client’s mission. He spearheads the identification and growth of specialized vertical practice areas, both organically and through acquisitions, positioning Midtown for national expansion.

Brendon is responsible for overseeing Midtown’s commercial and IT sales verticals, driving revenue growth in the non-federal sector through new account acquisitions and team development. As a key member of the Senior Planning Team, he focuses on growth strategies across Sales and Marketing, advising on business development, operations, and brand building to support the company’s goal of becoming a top 100 talent solutions provider in the country.

Throughout his career, Bryan has held a variety of roles, beginning on the front lines answering phones and advancing into management and operations, ultimately leading multiple companies as CEO. With nearly four decades of industry experience, he has a proven track record of successfully scaling small businesses. Bryan’s deep roots in the field have built a strong reputation and cultivated a loyal following among clients, partners, and fellow BPOs.

Bryan deeply resonates with Midtown’s entrepreneurial mindset and our commitment to fostering a strong, people-centric culture. His leadership philosophy emphasizes creating supportive environments that foster growth and development, which has been key to his success. By understanding the core of what drives teams, Bryan has developed processes that retain talent and nurtures long-term success.

Bryan plays a vital role in driving Midtown’s growth through large-scale business development, ensuring we take the right steps forward while keeping our people and culture at the heart of it all.

Bryan is based in Dallas, TX, where he has lived for the past 13 years. He and his wife have been married for 30 years and are empty nesters. He enjoys fishing, traveling with his wife, and spending time with their six children, three grandchildren, and two dogs!

John Adlon / Director, Finance

Tasha

Tasha, who joined Midtown in 2005, is an experienced professional with nearly 30 years of experience leading successful Public Sector programs and business development activities, working with a myriad of government clients. She leads capture activities and identifies/qualifies new business opportunities. Tasha has led Midtown to growing its work extensively with federal, state, and local government agencies in the last 19 years, and the division’s revenue has grown by an average of 50% each year since 2019.

Tasha serves as the lead PM on Midtown’s entire Federal portfolio to ensure strong relationship management, resource allocation and on-time deliverables. Working with senior government executives and acquisition officials to fully understand the challenges they face, she excels at providing lasting solutions.

Tasha served as panelist for Women Impacting Public Policy (WIPP). She is also a member of AFCEA, Northern Virginia Chapter and Federally Employed Women.

Joanna Swann / Director, Public Sector

Robert

Robert Russell serves as the Sr. Managing Director at The Midtown Group, leveraging his 20 years in government contracting to guide the organization’s evolution into a leading comprehensive professional services powerhouse.

Rob possesses a strong leadership background in the field of emergency management. His achievements span various senior management roles, including overseeing a $135 million annual revenue emergency management and continuity of government portfolio within General Dynamics Information Technology (GDIT) Intelligence and Homeland Security Division.

With a remarkable 25-year background in managing government contracts and exponential business growth, Rob has demonstrated his expertise by leading multi-disciplinary teams and crafting effective go-to-market strategies. He has a proven track record of taking large and complex projects from initial conception to successful execution, showcasing his proficiency in translating vision into tangible results.

His extensive experience spans key roles within prominent government agencies, including the Department of Homeland Security (DHS) and the Federal Emergency Management Agency (FEMA). Within FEMA, for 20 years, Robert supported nearly every directorate, including dozens of policy, training, exercise and engineering contracts with National Continuity Programs, very large nation-wide contracts for Individual Assistance, complex contracts with the National Flood Insurance Program, and outreach and planning contracts with Individual Community Preparedness. This wide-ranging exposure has fortified his commitment to programs of national significance and equipped him with insights from over a dozen Federal agencies. His addition to The Midtown Group as Senior Director of Capture Strategy, and Operations underscores the company’s dedication to advancing the company’s trajectory, leveraging his experience and expertise to elevate the Midtown Group’s status as a premier professional services entity.
Rob lives in Washington DC with his wife, two daughters, and dog and loves taking advantage of the city’s various dining, cultural, and outdoor offerings. He and his family are also avid skiers with a love for the mountains, travel, and adventure.

Lisa Gardner / VP, Program Management, Special Projects

With over 20 years of experience in project management, business operations, human resources, and finance, Alicia brings a wealth of expertise in streamlining workflows, scaling business operations, and enhancing organizational effectiveness to support growth. At The Midtown Group, Alicia will is responsible for optimizing processes, driving operational efficiency, and supporting strategic corporate initiatives, and partnering across the organization.

Before joining The Midtown Group, Alicia held leadership roles at Billings Capital Management, Arlington Asset Investment Corp, and FBR & Co. There, she successfully implemented strategic initiatives, enhanced administrative processes, and collaborated with executive teams to meet corporate goals. Her expertise also includes financial management and aligning operational strategies with long-term business objectives.

Alicia has spent over 20 years refining her expertise in streamlining business operations, supported by her passion for creating organization where needed and creating structure for teams, people and processes. She is now leveraging her experience to drive efficiency and growth at Midtown, collaborating with a talented team to achieve new milestones. She is dedicated to fostering innovation and delivering seamless operational infrastructure, enabling the company to meet the growing demands of its clients and expand its impact as a leading staffing firm.

Alicia was born and raised in Albuquerque, New Mexico, where she earned her degree in Psychology from the University of New Mexico (Go Lobos!). Although her career path ultimately led her into the world of business, Alicia finds that her Psychology background continues to inform her approach to leadership and operations every day. After graduating, Alicia took a leap of faith, relocating to Virginia with nothing but a dream and a plan to make it work. Inspired by a middle school trip to Washington, DC, Alicia declared to her parents that she would one day live in the nation’s capital. A year of saving and a Craigslist roommate later, she made the bold move across the country, a decision she now considers one of the bravest and best she’s ever made. It led her to her husband, two daughters, and a fulfilling career.
